Please give staff and kids access to water

The toilets are dirty the owner locked water taps for kids not to flush or use water the situation is so bad , teachers and kids are given 20 liters of water to use for the whole day, infections and dehydrations are bound to happen as teacher are changing nappies with no sufficient water to wash their hands.

Can someone advice the owner please or involve social development.
